Councillors in Manchester are set to approve a £26m, 178-bed hotel in the new Noma district of the city.
The site near Victoria Station is semi-derelict and partly occupied by the grade II listed City Buildings and a former post office at the junction of Corporation St and Todd St.
The plans detail a 14-storey hotel with a restaurant and retail space on the ground floor incorporating the City Buildings and a new, circular tower.
It has been submitted by the Co-operative Group and Denizen Contracts, the Wigan-based property firm owned by Paul Bolton.
The Co-op has already agreed a deal with hotel manager Sanguine Hospitality, which is co-owned by Bolton, to open a Hotel Indigo on the site. Denizen is also planning a Marco Pierre White restaurant.
Salford-based Muse Developments, which is developing a neighbouring site with Network Rail, told the council it had "no objection" but was keen to ensure the scheme would not "compromise the achievement of the vision" for its Fishdock site.
Planning officers have recommended the scheme is approved when it is considered by councillors on 22 December.

Good! Glad to see this part of the city slowly come alive... it's been a mess for far too long. My only wish is that we'd gone for a massive tower... but I suppose the 14-storey approach sits nicely with the stuff opposite.
I agree, its good news. They should give it the go ahead - the building that is there now is falling apart and ugly.
That's good...the area is going to look great soon. Hope the City building blends in well with the new building. Also hope the plan to get the Victoria Station into this era goes ahead soon. The new CoOp HQ is slowly starting to look good too
